Because there is a difference between socialism and communism. The two aren't mutually inclusive. Socialism is a government that centers society around the social needs and wants of the people. Communism is a government that centers society around itself and centrally manages it. For example: Scandinavian nations, Venezuela and Oceania nations are socialist but not communist whereas North Korea, Cuba, and China to a lesser extent than its past is communist but not socialist. The old USSR and its satellites were both socialist and communist. I already posted about this difference a few months ago.

fun fact: the Labor party is spelled that way to honor the american labor movement of the early 1900s or something. also there was some ameristralian politician guy or soemthing who suggested it, idk.
