Is true about 98% arcade machines use 320 x 240?

If is, I really hate developing high resolution graphics, they wouldn't run on all devices, otherwise low res run better than anything.

dude CGA is old as fuck

No reason to use, I simply develop videogames with 320 x 240 window, however retro games would look awesome without smoothing image when it's fullscreen.

The one on the right is the HLSL one. It does not just put scanlines into the pic (though you cannot see them in the video) it also makes the picture curve in at the edges etc. to give the impression of using a real arcade monitor. This effect, coupled with scanlines, looks really good on LCD monitors.

Good advice, it can be done with OpenGL shaders such as mild distorion and scanline. I believe it would look nice in 1920 x 1080 with 320 x 240 game resolution.

yeah by making it look worse it actually looks better

plug an n64 into a crt and then into your lcd screen, see which looks better,, these old games where made for low res screens and look best on them
