If you frequently turn a CFL bulb on and off won't it consume more power than incandescent?

All the info I've found online talks about how much less power CFL's use compared to incandescent.
However, nothing touches on the fact that the integrated ballasts temporarily draw alot of current to start up the light. So I'm wondering how frequently a CFL can be turned on and off in order to consume as much power as you would if you left the bulb on for X amount of time?

only thing I've studied about light globes is which ones are best to grow pot under and why my energy efficent fluro light bulbs slightly flash every 20 seconds or so when turned off

my favorite answer was "well clearly it's ghosts"

but really it's just residue electricity in the wiring that builds up to enough to make it slightly flash... they don't need much electricity to light up

you can stick them underneath powerlines and they can light up without even being plugged in too
