No reason to use, I simply develop videogames with 320 x 240 window, however retro games would look awesome without smoothing image when it's fullscreen.

It does not just put scanlines into the pic (though you cannot see them in the video) it also makes the picture curve in at the edges etc. to give the impression of using a real arcade monitor. This effect, coupled with scanlines, looks really good on LCD monitors.

Good advice, it can be done with OpenGL shaders such as mild distorion and scanline. I believe it would look nice in 1920 x 1080 with 320 x 240 game resolution.
