Is it legal for my ISP to do this?

Whenever I start to use a lot of bandwith (like, having 3 torrents downloading while playing an online game) my internet will just shut off for about 30 seconds and then come back online.

It will keep doing this until I cease and desist my high bandwith usage. I have come to the inescapable conclusion that either my ISP has a bandwith limit (after which it will just start periodically disconnecting me), or my wireless modem/router has a built in mechanism to disconnect high bandwith wireless users (and my computer of course automatically reconnects).

HOW DO I TURN THIS SHIT OFF?? Should I call up my ISP and bitch?

This happens multiple times a day, sometimes multiple times an hour

why am I paying for high bandwith cable if i get disconnected for high traffic?

DSL would NEVER disconnect me for high traffic, and i used to have 4-8 person lan parties where we all managed to stay connected with a reasonable internet speed.

Not if they're doing it intentionally, no. Cell phone companies do the same shit by offering unlimited data then decreasing the speed after a certain amount of data is used, and there was a big stink about it because it was false service. Now, if I were you, you should talk to your isp and tell them your issue and since most service calls are recorded, tell them on the record that you know it is illegal to offer and then knowingly restrict your bandwidth since you pay for such service.

Charter wont even install cable here unless i am willing to pay for them to dig up the ground and run a line because they never bothered running any when these houses were built so now im stuck with 1 option for broadband internet AT&T DSL with a maximum speed of 6 Mbps offered
