everybody uses 4th normal form for everything, even when they don't need it
first of all, they don't even realize when they do or do not need it, because virtually nobody has taken a decent databases class before graduating anymore (if you even went to college)
but none of that matters because the overhead in bytes per row of just using 4NF without rational thought is basically nil, storage is practically free these days
