yes, it does. the trapped bacteria turn into spores when the moisture drops below sustainable levels. the spores stay in the paper or get washed down the sink, or stick to your hands if you're a slob that doesn't know how to properly wash and dry your hands.

right, there is no appreciable gain in germs in the paper simply because it's in a bathroom

so here's how sanitation works
- touch waste or surfaces coated in live, infectious bacteria from waste
- use soap and water to transfer most of the germs from hand to wastewater
- use paper towel to absorb remaining water from hands
* oops, paper towel has bacterial spores. possibly even live bacteria.
- moistened paper towel from water on hands is more absorbent than skin, so any outstanding bacteria are transferred to the wet paper, not the reverse
