there's probably already a raspberry pi distro geared towards emulation that you can just copy to an sd card and boot, you shouldn't have to learn anything at all

can't vouch for either of them but I use raspbmc as my set top box os and it's flawless the pi is a hell of a machine for $30

for like $60 you can get a kit from amazon that includes a case and a power supply and often a wifi or bluetooth dongle which would save you the trouble of learning about compatible hardware and purchasing them yourself
