Lizard group should to make a new thread each 12 hrs, cannot make another threads until 12 hrs.

A new reply could be each 15 mins.

Change avatar and sig can be done by non-lizard groups who aren't moderators and admins. Lizard people aren't allowed to change their avatars and sigs.
