I don't know which bill you read but it made all semiautomatic assault weapons illegal, which was any clip that could hold ten or more rounds.

Most AR15 and AK clips would have to be destroyed, and possibly those weapons themselves would have to be destroyed

A clip is a device that jams a lot of bullets into an internal magazine that you cant remove from the body without pullinh it apart. Its faster than 1 by 1 loading. It is obsoleted by the invention of external magazines
