I wondered if that story kind of puts the city of Duluth in a bad light, since it makes it sound like this city's racial and political attitudes haven't made it more than a few generations out of the dark ages
But think of it this way: how often do those same types of incidents happen in a big city like New York, Chicago, or LA where it slips by unnoticed, or even worse, only has a paragraph long summary put in the paper about it and nothing else after that?
Duluth and Northern Minnesota is a bizarre place to live.. At one point, Duluth had more millionaires per capita than any other city in the country. It had a large amount of immigration from scandinavia throughout the 20th century. It inherited Scandinavian culture, but the thing about any culture in Europe is they've all been around for thousands of years.. Places in America, especially in the more rural states like Minnesota, have a very primitive vibration coming from them that says a lot more about the instincts of humans in the area than it does about their culture..
Culture is often developed to accommodate for a survival-related challenge in the environment, or in some cases a massive tragedy may have occurred in history, and culture developed to prevent it from reoccurring. But in freshly pioneered places like Northern Minnesota, the culture you'll observe is very shy and might not come out, but when you catch a sneak look at it, it's composed of true grit. I wonder how the Hell people ever used to survive through the winter around here a hundred years ago, it's difficult enough even when you have cars and gas heating.
