    the teacher creates the unit

    the unit must meet the state's standards as the standards are what you actually mark the students on, on how well they have met the standards and so the unit you create must encompass all the standards, the work you create in the unit is created to test and mark the students on the standards, I don't think you even understand what curriculum is, curriculum is not whole whole units created by the state, the curriculum is simply the standards for each subjects that the students must meet to pass... the teacher created the unit to fit those standards

    ugh see this is why I provided a link. here is a copy and paste from that website I sent you:
    "The Office of College and Career Readiness-curriculum services section provides professional services related to the development and implementation of improved curricula in the schools of the state. The unit engages in a broad range of activities including: the preparation and dissemination of curricular materials; inservice training for professional staff members in curriculum development and in specific subject areas; and consultative assistance in solving instructional problems."
