so the ammount found in paper towels in a public bathroom will be no more discernable from the amount found on other surfaces near that towel in the public bathroom

right, there is no appreciable gain in germs in the paper simply because it's in a bathroom

so here's how sanitation works
- touch waste or surfaces coated in live, infectious bacteria from waste
- use soap and water to transfer most of the germs from hand to wastewater
- use paper towel to absorb remaining water from hands
* oops, paper towel has bacterial spores. possibly even live bacteria.
- moistened paper towel from water on hands is more absorbent than skin, so any outstanding bacteria are transferred to the wet paper, not the reverse
