in a closed systems setting it does, but there are other factors at work here such as the wires swinging in the wind in a cold dry environments therefore creating static frequencies, and possibly lines going down forcing traffic to be rerouted through already bogged down nodes.

DSL is fucky unless in a heavily networked urban setting with lots of nodes and short lines.
