ya lincoln knew what he was doing, it was a smart move on his part because it forced the south to either allow sumter to be resupplied or to lay siege to it, this made the south into the aggressor and rallied political support for the war in the north. In the end though it was still the south that attacked first, don't blame Lincoln for being smart enough to use the situation to gain political traction

as for the claim that Lincoln sent resupply after conceding Fort Sumter to the south, I can't find anything to corroborate that. from what I've always read it wasn't "conceded" (informally) until Anderson evacuated the fort. you might be referring to Buchanan who told the governor of South Carolina he wouldn't immediately occupy Fort Sumter (key word being immediately lol) and if thats not what you meant then idk what you're talking about
