    that's only true in a few states. I believe Texas allows (or did allow, back in the early 2000s) small amounts of codeine to be sold over the counter if it was under 15mg per dosage unit and paired with acetaminophen or an antihistamine.. not 100% about that, but I do know for sure that back when I was getting in to drugs, codeine was the first thing I got in to, and it was only available by prescription in the majority of states
