other than private addresses who and where does it say you can get a public address that is not based off of your mac address

the idea that static ips would be based on your mac address is retarded. you'd have to change all your dns record every time you swapped out a network card or router. also windows by default requests a masked ipv6 address you have to hack the registry to even get the functionality you're talking about. also who the fuck connects their computer directly to the internet anyway? also who gives a fuck who knows your mac address?
