    well if the ceilings are plaster and popcorned but never painted chances are the plaster underneath is painted which seals it from moisture so you can use a floor scraper after using a garden sprayer to soak an area of the ceiling and it should all come off but whatever they were hiding with the popcorn will still be there.

    if the ceiling is already drywall youre literally better off just replacing it its cheaper if you can tear it out and finish it yourself. paying someone else to hang the ceiling for you is probably safer than hanging it alone though and will actually save you a few bucks. even if the popcorn hasnt been painted youre looking at soaked drywall and then paying someone to skim it all after you dig it all to hell scraping the popcorn off.

    if you want to be really lazy you can use floor leveler over it and then glue down lauan plywood so your glue can make a good bond then youre home free.
