No, that's every windows ever. this one is no more or less "dumbed down", if anything it's more difficult to figure out because nothing is where it used to be

It's on the metro menu which replaced the start menu, it's no harder or less intuitive than it was before and in fact may be more intuitive because you don't even need to click anything to make that menu come up
How many times am I going to have to prove you wrong before you admit you've never even seen windows 8 and you're pulling all of this straight out of your ass so you have something to soapbox about?
