Bush literally announced to all nations that they were either with america or against them, no neutral, he actually tried to start WW3

Obama is just trying to do something about something that something SHOULD be done about WITHOUT causing a world war and trying to minimalise getting other factions involved rather than trying to force them to be involved and expanding and escalating the issue
