it's not the same, the phone os may be called windows 10 but it's just an updated windows phone os. it's nice that people will be able to publish apps for both but that's assuming everyone in the world immediately adopts visual studio 2015, the majority of real windows programs aren't going to work on the phone it's an entirely different operating system and cpu architecture
