That may include work, it may include study (you will find there is support for students, not much but there is certain support you can only get by being a student) or it may just simply be organsing himself better, accessing the various help available to him on disabilty and getting himself a place he can manage... He could also go live in a half way house with a bunch of people he hates like a lot of people less priveledged than dp have to do at various points in their life.

Either way, he has income for food, a van to sleep in and he could manage a powered site on his disability, he has all the online resources at his fingertips, this means he doesn't have to wait for snail mail or for people to actually be home while he calls them at a pay phone and all in all he is in a better position than I started out in. He can do this, he just needs to pull his finger out and actually do it.
