it told me to turn on iis, I did, then it said go to localhost, I did, that had a welcome page which I clicked, and it took me to a webserver page thing ok? if turning iis on is all I need, what folder do I put welcome.html in please?

go into your router and forward port 80 then whitelist it in the windows firewall

you might not be able to see it on your ip even after it's configured, some devices can't loop back to themselves, test it on your phone with wifi turned off
