i have this issue, too. there must be some sort of vbulletin add on that completely makes a user invisible to you, i thin the best thing for banning repeat try hard offenders is a shadowban. i don't thinkit's possible with vanilla vbulletin, but there must be some sort of extension that does it. they get to think they're interracting, while the rest of us don't have to put up with their stupidity
