I disagree. Reporting to the FBI is as easy as filling out a web form, then it's out of my hands but could potentially cause serious inconveniences for the person I reported. A lawsuit is a ton of effort and money and could take years, and in the end I'd get nothing out of it because the person I'd be suing is already poor.
