correct, a large part of this would be immigration reform addressing the current undocumented people and the bureaucracy involved with immigrating, but the physical barrier is also an impediment to drug trafficking and sex/labor slaves who wouldn't enter through legal ports of entry. Its in large about thwarting the cartel which is unfortunately in league with many american and mexican politicans who, as we agreed, use these issues to their own gain.
