there are simply standards you must meet that you create your unit to fit in with, educational standards... units needs to be adjusted for different levels of education

when you are a qualified teacher it is your responsibilty to create workable appropiate units... sometimes you create units with other teachers and sometimes you create them by yourself as it is your load you are teaching

and you don;t have to run it past a "head teacher" there is no such thing

the principal doesn't even have anything to do with creating units, he/she simply runs the school and generally deals with behavioural issues
