its never been illegal to view it. it's illegal to own or produce it. if you visit a website and it saves it to your hard drive, you are still in legal possession or ownership of the child porn. the prosecutors more than likely proved he visited the websites with illegal porn via his isp tracking data, but werent able to find it on his hard drive or in his browser cache folder

if its a drawing or produced image, then its no longer illegal. it was illegal for a few years under the bush administration
