The transfer agreement was "voluntary" and it involved giving up assets that they could later buy back off Germany, what followed that was the forced confiscation of their assets and homes, the forced removal of the Jewish people and the genocide. The transfer agreement was seen as one answer to what they called "The Jewish Problem", that did not solve their "problem" because obviously not all Jewish people did that and hence you had what was called "The Final Solution"...
