that's actually the problem. they have a billion employees with little to no oversight just kind of doing their own thing, that's like a petri dish for corruption. the fbi organized thousands of people under one banner with a tight leash. mexico needs to fire 60% of its police and find someone with some balls to reign in the ones that are left, a real fascist asshole like j edgar hoover. if you're going to grow government at least give up the pretense of maintaining a free society and do it right.
