A subduction earthquake of approximately the same size is what triggered the tsunami that fucked up Fukishima. Thankfully, Portland is well inland and would not be all that affected by a tsunami. The Hanover nuclear power plant is about 220 miles east of the PDX Area. Winds blow west to east and mountains like the Cascades between the PDX Area and the Tri–Cities Area would block most of the fallout if they could somehow mange to blow west that far. .
